Department Overview
The USAID-funded Zambia Community HIV Prevention Project (Z-CHPP) supports the Government of Zambia to reduce new HIV infections through increased adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions and in close partnership with a range of local Zambian organizations and institutions.
Position Purpose
The Data Analyst will work directly with the M&E/Research Advisor to oversee all program database activities for the ZCHPP Project. The Data Analyst will institute data best practices for project monitoring, tracking and project reporting. The Data Analyst will provide technical support to the design and implementation of monitoring systems and other data systems that support policy and programmatic decision-making by stakeholders. The Data Analyst is responsible for comprehensive and accurate data collection and analysis of results by both Pact and partner organizations, to improve project implementation.
Key Responsibilities
Key Performance Areas:
Develop and maintain accurate and up-to date comprehensive Zambia community HIV prevention database.

Specific Duties:
Implement the best practices in database management to ensure the integrity of the project data.
Maintain data integrity and support data analysis as necessary.
Make recommendations and assist in data capture, data extraction, analysis, and reporting.
Develop, maintain, or implement procedures for data entry, data cleaning, documentation, and other administrative tasks.
Document, implement, maintain, or recommend operating methods to improve processing, distribution, data flow, collection, and database editing procedures.
Define parameters for file or space utilization.
Assists Z-CHPP and project staff and partners with queries, statistical analyses, reports, and technical issues related to data retrieval.
Design and write custom applications needed to ensure the database(s) meets requirements for the entry, management and reporting of data.
Identify and recommend solutions to data management issues.
Train staff with varying degrees of knowledge to effectively use the Z-CHPP database systems.
Maintain knowledge of the current regulations and technologies related to data management.
Write and prepare manuscripts and other materials for internal and external audiences.
Perform other related duties.
Basic Requirements
5+ years’ Windows, Web, and database development experience.
Bachelor’s Degree in Computer Science or equivalent.
A solid understanding of the complete development processes, from planning phase to deployment.
Strong organization skills to manage multiple timelines and complete tasks quickly within the constraints of clients’ timelines and budgets.
Must be authorized to work in Zambia for any employer.
Preferred Qualifications
Knowledge and experience with SMS applications a plus.
Knowledge and experience developing mobile Android applications a plus.
Knowledge and experience in using and developing Visual IVR and Unstructured Supplementary Service Data a plus.
