The UNICEF Programme in Cooperation with the Government of the Republic of Zambia (GRZ) is designed to address and mitigate the triple threat of poverty the country’s children face, while responding to the needs with interventions addressing the multiple causative factors.

In response to the combination these threats involve the Programme supports national efforts to improve service delivery in the key areas of: child health and nutrition and HIV and AIDS, quality basic education, water, sanitation and hygiene education, child protection and social policy, advocacy and communication.

Background of the Consultancy

Zambia has one of the highest rates of childhood undernutrition in the world with stunting at 40%. In addition, 15% of children are underweight, 6% acutely malnourished, and 9.3% are born underweight due to poor maternal nutrition (ZDHS 2013/2014).

In 2013, the Government of the Republic of Zambia (GRZ) initiated the First 1000 Most Critical Days Programme (MCDP) whose aim is to prevent stunting in children less than two years of age as well as build blocks for a coherent and sustainable nation-wide response to undernutrition. The MCDP’s expected impact is improved health and nutritional status of children under-5 years measured primarily by a reduction in stunting. The outcome is a strengthened multi-sectoral nutrition response measured through improvements in maternal and child nutrition practices including increases in iron and folic acid intake amongst pregnant women and in number of children fed in accordance with the World Health Organization’s (WHO) Infant & Young Child Feeding (IYCF) guidelines. The specific outputs of the Programme include:

  • Delivery of priority interventions to improve maternal, infant and young child feeding practices in 15 districts.
  • Delivery of priority interventions to increase production, preservation and consumption of a diverse range of more nutritious foods by household’s pregnant women and children under 2.
  • Strengthened technical and financial management capacity in the NFNC and selected line Ministries to deliver well-coordinated nutrition Programmes at national, provincial and district levels and
  • An effective and transparent mechanism established for channeling external and domestic resources for delivery of services to reduce stunting.
  • The donors supported the implementation of the first phase of the MCDP (MCDP I) over a period of four years (2013-2017)[1] through the Scaling Up Nutrition (SUN) Fund, a joint financing mechanism established by three Cooperating Partners (DFID, Irish Aid and SIDA) and managed by CARE Canada.

    The second phase of the 1000 Most Critical Days Programme (MCDP II) is underway for implementation in Zambia through SUN Fund II managed by contracted service providers from mid-2018 to 2022. To ensure a smooth transition from Phase 1 to Phase 2, DFID is providing bridge funding for effective coordination and delivery of critical nutrition services in 15 districts through support to NFNC and six line ministries[2] for the period January to December 2018. This will be done through an existing memorandum of understanding with UNFPA under a joint UN Programme with UNICEF for Health System Strengthening.

    Justification for the Consultancy

    The SUN fund Programme Manager is needed to ensure high level of Programme and financial management given the tight time frame and the volume of funds. In addition there are multiple partners that need to be followed up requiring focused support to manage the complexity and the scope of the Programme. This implies coordination and Programme coherence to ensure the project objectives and expected results are realized.

    Objectives and Targets for the consultancy

    The consultancy is expected to last for a period of 10 months for providing to coordinate project activities by ensuring that the SUN FUND project activities are achieved according to the contractual obligations and that the agreed to activities are implemented on time, within budget and to the required quality.

    Main Objective: The objective of this position is to ensure that the SUN FUND project activities are achieved according to the contractual obligations and that the agreed activities are implemented on time, within budget and to the required quality. The main purpose of the SUN Fund Project Manager consultant is to lead and manage, on a daily basis, the implementation of the SUN Fund transitional Programme, ensuring they are delivered on time and to the agreed quality standards and budgets.

    Description of Assignment and Scope of Work/Specific Tasks

    Working under the guidance and supervision of the Chief of the Health and Nutrition Section (UNICEF), the Project Manager will be required to complete the following tasks, grouped according to theme.

    Programme Management:

  • Provide practical, hands-on managerial and technical support to the SUN Fund Project ensuring the quality and timeliness of all Programme components;
  • Support Nutrition specialist to coordinate day-to-day activities of SUN Fund Project team members for implementation of the various Programme components;
  • Track Programme implementation progress and ensure timely completion of the planned activities as per approved SUN Fund 2018 annual work plan;
  • Liaise with the NFNC SUN Programme coordinator to coordinate and monitor Programme implementation;
  • Ensure close follow up of monitoring indicators
  • Ensure that quality progress reports are produced and submitted in a timely manner according to the contract schedule;
  • Prepare inputs for Quarterly SUN Fund Steering Committee meetings;
  • Review draft reports from assigned staff ensuring quality standards are met;
  • Oversee the collection, safe storage, distribution, dissemination and monitoring of suitable information in support of the Programme goals;
  • Promote and support effective team working through one-to-one communication and regular team meetings.
  • Financial Management

  • Provide overall supervision and management of the programme budget, including regular monitoring of expenditure against approved budget, in accordance with UNICEF financial procedures and guidelines;
  • Review financial reports and ensure consistency and accuracy of data.
  • Communication and Reporting

  • Prepare high quality presentations and briefing packs in appropriate formats for briefing of partners and stakeholders as appropriate
  • Review draft reports from assigned consultants ensuring quality standards are met
  • Write comprehensive regular reports as required in the M&E Framework outlining programme progress, key achievements, challenges and steps being taken to address them, and next steps.
  • Oversee the collection, safe storage, distribution, dissemination and monitoring of suitable information in support of the programme goals.

    The consultant shall be paid based on submission of deliverables in accordance to approved quality assurance as indicated on the payment schedule and all deliverables and reports will be submitted electronically

    PROJECT Management

    The consultant will provide weekly updates to the Chief of Health & Nutrition and the Nutrition specialist. All SUN Fund Steering committee meeting reports will be compiled in collaboration with NFNC the secretariat for the SUN Fund.

  • Location: The consultancy will be conducted in Lusaka at UNICEF offices for 10 months with monitoring visits to the districts are maybe required.

    Qualification/Specialized knowledge and Experience

  • Advanced university degree (minimum Master’s degree level) Management, Public Health, International Development or related field.
  • At least five years of progressively responsible professional work experience in an international organization with proven records of managing large Programmes including staff and budgets.
  • Prior experience of working in nutrition sector.
  • Experience in coordination and working with large teams with a mix of skills
  • Experience of managing large and complex Programmes.
  • General knowledge of nutrition and SUN Programme is desirable
  • Strong interpersonal skills and ability to negotiate with Programme counterparts.
  • Strong communication skills, including writing and public speaking
  • Strong planning, organization and strategic thinking skills
  • Fluency in spoken and written English
