How can you make a difference?
The Zambia Police Act Chapter 107 of the laws of Zambia provides for the general duties of the Police – prevention and detection of crime, apprehension of offenders, the preservation of the law and order, the protection and due endorsement of law and order.
The police have a duty to safeguard and protect children and their families and they are often the first line of contact when someone’s rights are violated. The reporting of child protection concerns to the Police incurs obligations at every stage of the police response. These obligations extend from initial deployment and response of the first officer on the scene, through the whole process of the investigation and the multi-agency processes for the protection and care of children. Therefore, training police officers to be able to provide a child-friendly environment and committed to applying child sensitive procedures during investigations and the child’s continuum of care is critical. The training must cover the knowledge to ensure the Police are aware of the special needs of and protections due to children in contact with the law – as victims, witnesses or perpetrators. It must also cover the competencies necessary to implement the knowledge including impartiality, child friendly interviewing, effective listening and non-judgmental engagement with children.
Since 2003, UNICEF has been supporting the Government of the Republic of Zambia (GRZ), through the Ministry of Home Affairs, to enable Zambia Police to implement police reforms by training designated district police officers responsible for child protection cases or with victims of violence (specifically the Victim Support Unit). However, these workshop oriented trainings are not certified and are considered less effective in motivating Police Officers to implement new knowledge or skills. The trainings are short and often one-off and therefore not sustainable due to the limited number of officers trained and the high turnover of those trained when they get promoted, retire or change duties.
According to the ‘public perception of the police and police attitude towards child protection’ assessment conducted in 2015 by the Child Justice Forum led by Zambia Police and supported by UNICEF, the public expect police officers to have wisdom, courage, strength, patience, leadership skills, kindness, integrity, diplomacy, tolerance and agency to respond to child protection concerns.
Looking at the child protection issues confronting the police today, coupled with little specialization in child protection and rights at the police training academies, it was felt that all police officers should receive basic training on how to manage child protection and children in contact with the law before they are deployed to serve. The Government is aware that the national police training curriculum needs to include child protection and child rights. Based on this and with the support from UNICEF, Zambia Police conducted several stakeholder consultative meetings and a course outline was developed. The course outline has been synthesized into 10 topical issues. The child protection modules should be tailored to address police attitudes and practices in relation to child rights and child protection.
The course outline is as follows:
Within Zambia Police (ZP) there is a Technical Committee comprising UNICEF, Zambia Police, (ZP) Curriculum Development Centre (CDC), Ministry of General Education, Ministry of Community Development and Social Services (MCDSS, Ministry of Justice (MoJ), National Prosecutions Authority (NPA), legal Clinic for Women and Zambia Law development Commission (ZLDC). The Technical Committee will oversee and guide the process of developing the training modules. The official approval of the training course lies with TEVETA which has the mandate of accrediting Trade certificates and Diplomas.
The time involved and the competencies required to develop 10 child protection training modules for the Police training colleges requires the services of dedicated and specialized human resources. Thus a consultant with specialized training development skills and knowledge in child protection is required for completion of the tasks at hand.
Goals / Objectives
The purpose of this consultancy is to support the Zambia Police to develop effective and practical police training modules on the ten identified child protection specified in the course outline. The consultant must produce the following materials:

The scope of the consultancy involves designing and developing tailored training modules to develop and enhance the knowledge, understanding, attitudes and skills of police officers so that they are able to deal with children in contact with the law in a sensitive manner taking into consideration the age, gender and specific needs of the child and family environment.

Draft the ten training modules and all associated materials
Draft copy of all 10 modules with copy of all associated materials
Facilitate 2 regional pre-testings of the draft modules with serving police officers
Revised modules incorporating comments from the field testing
Organise and conduct validation meeting with stakeholders, make necessary revisions and finalise the training modules. Submission of the Training package. (Student Guide, Instructors Guide with necessary references and course evaluation tools)
5 sets of hard (bound) and soft (on CD) copies Final hard and soft copies of the training modules and all associated materials submitted to UNICEF and ZP
The deliverables defined in the above table and monthly progress reports will meet the reporting requirements. The overall process will be overseen by the UNICEF Child Protection Specialist (child justice) whom the selected consultancy will be answerable to for the fulfilment of this assignment.
The Child Protection Specialist (child justice) under the supervision of the Chief of Child Protection will be responsible for managing the consultancy. The Technical Committee at Zambia Police comprising UNICEF, ZP, the ZP Curriculum Development Centre, Ministry of General Education, TEVETA, MCDSS, MoJ and NPA will hold bi-weekly progress meetings to review progress. The Consultant will participate in the fortnightly meeting and provide updates on progress, sharing drafts of work produced for review.
LOCATION AND DURATION
The start date of this assignment is the 2 September 2018 and the duration of the contract is exactly five (5) months. UNICEF considers a month as comprising of 22 working days.
