Program Manager – Achieving Reduction of Child Labor in Support of Education (ARISE III)

PROGRAM SUMMARY: The Program Manager will be responsible for implementing a high-quality, results-oriented program to prevent and help eliminate child labor through improved awareness of the hazards of child labor, greater livelihoods opportunities for vulnerable households, and improved access to education for children and youth. The position has an anticipated start date of January 1, 2019.

ESSENTIAL RESPONSIBILITIES: The Program Manager is responsible for overall project management, supervision, administration, and implementation of the requirements of the project. He/she will establish and maintain systems for project operations; ensure that all deadlines are met, and targets are achieved; maintain working relationships with project stakeholders and oversee the preparation and submission of technical and financial reports to the donor. Specific responsibilities include, but are not limited to:

· Manage all program activities in Zambia for ARISE III, including direction and supervision of overall program implementation; recruitment and supervision of staff and consultants; timely preparation and submission of Zambia reports; and preparation of work plans and tools for the Zambia program.

· Manage partner NGOs and consultants on implementation, monitoring, reporting, and M&E issues.

· Provide technical assistance and support to ARISE Zambia consultants and partner NGOs in child labor/protection.

· Manage the performance review process for ARISE III Zambia staff, working with staff to establish and meet personal performance objectives and developing performance improvement plans if necessary.

· Review ARISE Zambia financial reports and documents such as FOVs and wire requests before their submission to the WI Home Office/Regional Office.

· Manage project assets and oversee financial activity, including maintenance of internal control procedures to ensure that expenses are reasonable, allowable, and necessary and that project assets and premises are used for project activities only.

· Participate in country-level project coordination meetings and share reports and agenda with the ARISE Africa Regional Director.

· Oversee ARISE Zambia’s M&E system, including the measurement of program indicators, usage of monitoring tools, setting up the data flow system, entering data into the blockchain database, conducting data quality assurance and reporting.

· Work with the ARISE Africa Regional Director, and home office to ensure that data and indicators are aligned with the donor’s Agricultural Labor Practices data, and potentially other external data sources.

· Mentor Zambia field staff and relevant stakeholders to enhance their understanding of the ARISE M&E framework, specifically focusing on data tools as well as the flow and frequency of data collection, analysis, etc.

· Ensure that the project is implemented as per the SOPs and where and when necessary, make revisions to the SOPs.

· Lead the drafting and development of monthly, quarterly, and annual reports.

· Document success stories, best practices, and lessons learned and share them with the rest of the program team to facilitate continued improvement and impact.

· Prepare and deliver presentations during ARISE technical meetings outlining the progress on deliverables and their impact on child labor reduction/elimination.

· If called upon, and time permitting, support Winrock’s CSE group in new business initiatives through the identification of consultants, competitor analysis, etc. in new business capture work or proposal meetings/assignments.

· Working with the ARISE African Regional Director, design or adapt tools and training packages that build the capacity of ARISE beneficiaries and stakeholders.

· Complete other tasks as assigned by Winrock.

QUALIFICATIONS: Successful candidates will have solid experience managing donor-funded programs in complex rural environments with a wide variety of stakeholders. Specific experience and specialization in at least one of the following is required: child labor prevention/eradication, agricultural training/education, youth development, community mobilization, and/or economic empowerment.

Education: University degree in international development, management, social science, human rights, law, public policy, or other related field of study required. Master’s degree preferred.

Technical: Minimum of 8 years of demonstrated experience managing child labor prevention/eradication (or closely related programs) required.

Management Experience:

· Minimum 8 years of progressively responsible professional experience in the areas of child labor prevention/eradication (or closely related programs), required.

· Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.

· Strong abilities in financial management, budget design, and budget management.

· Demonstrated success in motivating, supervising, and building the capacity of staff and fostering effective teamwork.

· Experience overseeing and feeding monitoring & evaluation systems, gathering, and analyzing data.

· Good track record working with and/or partnering with a variety of individuals and organizations, including senior US and host country government officials, international agencies, private sector companies, and donor organizations.

· Experience managing international projects to the highest ethical standards.


· Knowledge or understanding of social, economic, and political context governing child labor issues and analysis in developing countries (preferably in rural sub-Saharan Africa).

· Fluency in English required. Ability in Lozi and Nyanja preferred.

· Knowledge of regulations, policies, and procedures of host country as well as international foundations or other complex international government funding organizations.

· Ability to network with government and other NGO entities and create synergies and cost-effective opportunities for the ARISE program and its beneficiaries.

· Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.

· Excellent oral and written communications skills; demonstrated ability to interact effectively and sensitively with multicultural staff, external donors, and collaborators is essential.

· Computer literate in MS Office.
